Looks like it. Most, if not all, quarters from that year have that doubling.

Comments: Because this was a master hub it was intended to be used over a period of several years. Working dies with the exact same doubling are known to exist for the years 1968 through 1974 from all three Mints including proof coins. Differences in the appearance of the doubling will result from master hub wear, master die wear, working hub wear, working die wear, as well as coin wear. A second similar doubled master hub exists for this time period with the main difference being the leave directly to the left of the arrowheads. On the second doubled master hub that leave is rounded at the top.

Well it is quite common though. But not all the dies had this issue. Some hubs were normal. One 1968-D quarter had a monster DDR on it. I checked on Variety Vista and they removed all the ones previously listed. They have a proof DDR that is a legit one.
