The coin is damage. Cuds are on the outside area of the coins because it is the edge of the die that breaks off to create a Cud:

Die chips are when internal chips break of the die leaving raised area. The areas you are seeing on your coin are incuse. Even if they were chips, the only practical point would be as a marker for a known die. But your coin is just damaged. spender.

Major damage on both sides. Looks like a parking lot coin.
It is only an error if it was done during the striking of the coin. PMD
