Looks to me like someone glued two coins together.

Not an error, it is considered damaged, shows a large amount of adhesive on it.

We had one like this earlier today.
Somebody put glue on the coin and pressed another coin into it.
If you soak it in acetone, it will remove the glue and your cent
will no longer be damaged.

It's glue from Post Strike Damage ( PSD), not an error. A spendable coin.

The glue was see through. You can see the normal devices below it. If it were a struck through a capped die, you would not be able to see through it.

The devices would be incuse, not raised above the coin.
