Not sure what makes it look like this but looks like a wing or something coming from the E on front and also something coming from his mouth up to side of nose. But the reverse looks in real good shape

It's some type of environmental damage. It could be anything, paint, glue, stain, chemicals, etc....

Give it an acetone bath. Gently, "very gently" use a Q-tip again "gently" wipe the surface of the coin. That stuff should (might) come off. I don't believe you can make it any worse. "If" you decide to do that, post the pictures here of the after results.

But the copper looking thing coming from the E def looks like it was a strike mark. Same with nose area

Maybe. . It looks like some type of glue or varnish to me.

@JW3, the pattern of toning suggests to me that someone used 3/4 inch masking tape in an X pattern to hold this coin onto something (like cardboard). The tape protected the surface silver from toning, but seems to have exuded onto the coin over time. I agree with an acetone bath to get started. If it truly is a mint error of some sort then this step will not hurt anything, but if it is adhesive residue, then this should help.

I agree with environmental damage, try soaking it in Pure Acetone.

Can you post a close up of the : WE , U and the WE , TRUST. It looks like you might have a DDO!

I find the "R" in TRUST is the most prevalent.
