To me it looks like circulation flattening. If you look at 1995-D WDDO-004 you can see some light separation on the mint mark. Yours doesn't seem to show this. Happy hunting!

On the Description it mentions what to look for:

The doubling is very minor in appearance. I don't that on your coin. If it had it, then the circulation would have removed it a long time ago.
