Needing help figuring out whether or not this is a mint error. The obverse of the coin looks as it should, but the reverse looks "wrinkly". 2016 P Harper Ferry Quarter   Im also new to this hobby and really enjoy it!

 I think I see what you're speaking of on the upper-left of the first pic near the rim. I would attribute that to Die Deterioration. It's the same as, or similar to, what's called "orange peel" texture that is caused by die wear.

The only thing that troubles me about that, is that the entire reverse has that orange peel texture to it. The photos don't quite show it well enough.

Looks like the full side is affected. I can even see it on the incuse devices. Obverse images please.

The obverse looks as it should, it does have some scuffing in the fields and such. It was the reverse that caught my attention.

Since the obverse is normal, I think that points a little more in the direction of deterioration of the reverse die. The orange peel effect is often seen on Lincoln cents and looks very similar, covering the entire face of the coin. I don't know why some dies react that way...maybe the die metal is inferior?

To me it looks altered by squeezing it with sandpaper. Because even the incuse devices are affected. Seems like these should not be affected?

The surface isn't abbraised as it would be in that case. It actually looks as if it were an intended part of the design, even though it very well isn't. Do you suppose I should keep it?

Quote: Do you suppose I should keep it? For the price of a quarter, why not? I still think it is just Die Deterioration, but there's no harm in holding onto it to see if something else presents itself.

I just figured out what it is. It is struck through a rusted die.
