I have it at 1979 but other guesses welcome. Picked this up in a small lot of error coins today which were mostly minor clips and off centers.

Thinking obverse shows a 19, maybe a 7, maybe not. The reverse (RDV) seems similar to RDV-004 used from 1974 - 1985. Thanks, Doug.
