Based on these images, I'd say it's at least EF-40. The beads at the obverse rim are a useful indicator for me. If they are full (as they appear to be for this coin) that puts it into EF territory at a minimum. It looks like there is some nice original toning. Liberty's head was flatly struck originally and then there is a bit of wear which further flattens the detail. The glare makes it hard to see signs of cleaning but if it has been cleaned it's not obvious.
I don't see any scratches on Liberty's face and I think it's just a lighting effect you are seeing on the eagle.
I wonder if the S mintmark is inverted on this coin. We have seen several posts recently about Mercury dime and Barber half inverted mintmarks; this would be the first I've seen on an SLQ.
It looks like a nice example for your album. Please post more photos if you can show the whole coin!
