I'm going to suggest a different beginning.

When new dies are being inserted into a coin press there has to be a certain amount of setup adjustments.
Basically tests to see if the setup is correct.
I suggest that your coin was created early in that process.
Either the spacing between the dies wasn't close enough OR the pressure wasn't enough.

How it made it into circulation is another story!?
Whatever, it's a keeper.

It was Struck Through Grease. Not an Adjustment Strike. If it was, then the rim would be weak. Still a great find! A keeper.

What it he difference between a Struck Through Grease error and a low pressure strike? You just have to see them side by side:
