Can you get clearer images of the date area and from different angles? I see what you are seeing in these pictures. There's some 2s between the numbers. Also looks like some letters in the liberty.

I'm thinking ghosting though and PSD from other coinsand pressure maybe. But you never know. I don't feel comfortable dismissing it as PSD at this point based off what I've seen but it is the most likely culprit. I can't quite figure out what those numbers would even mean so likely added after striking by someone.

How about the reverse? Diameter and weight? If it was an overstrike of a foreign coin of some sort it would help, and should be both sides.

If the marks flow over the devices also, it is coin wrapper damage. If just the fields are affected with raised metal on the fields, it could be a concentric die gouge. (Can't tell for sure from the images)
