It might be a struck through plating foil from another coin? Almost looks like you can look below the foil? If it is not gray under that area, copper colored, then that is what it is.

Coop: its part of the coin Stuck there. I was thinking its Plating built up in between the letters IDK. I tried picking it off NOPE stuck there.

Spence: I looked and did not find anything close to this so I don't know how I would confirm other then sending it in. But the coin has a lot of stains, so I am not sure its worth sending in.....
