Despite the lack of any legends, I take this to be a commemoration of George Dewey's victory in Manila Bay during the Spanish-American War. It's 30.6 mm in diameter.

That is actually pretty cool!

I got to visit the USS Olympia in Philadelphia some years ago. Not only is she famous for being the flagship during the Battle of Manilla Bay she also transported the unknown soldier home from France after WWI.

I think TAMS Journal published a catalog of Dewey medals and things about 30 years ago.
