I have a 2007 Washington State Quarter that has a possible striking error. My wife found it in a roll of quarters back in 2007 at her retail job. Could someone please help me with value?

To CCF! Nope, sorry. All Post Strike Damage ( PSD). Cannot happen at the U.S. Mint. It's just not how it works. Worth face value.

Any idea what caused the defect ? The "ground edge" markings are uniform around the quarter and on the edge of the quarter has a lip like it was struck rolled outwards.

Well for sure it was someone after this quarter left the mint. That makes this damage--interesting looking to be sure--but plain damage. My guess is that someone used a metal file on one side and was careful to remove about the same amount of metal with each stroke around the coin.

Added: in looking at the edge, you can see where the excess metal has rolled up onto it.

Is the coin flat or slightly bowed?

That is calculated damage. The only thing I can think of otherwise is a partial collar strike and the obverse is essentially broadstruck. The problem is that's not what a broadstruck coin looks like.

Sure, bring it into your local coin shop and ask their opinion. I feel pretty confident that you will get the same answer from them as you have received here, but of course you should fully investigate this until you are happy/accepting of the answer. Not personally, but I did a Google search and it looks like the nearest coin dealers are B P Coins & Collectibles in Marshall and Coin Cottage in Terre Haute:
