The coloring indicates that it could be. The problem is in proving that it is not environmental damage or the result of some sort of chemical treatment which can also influence color.
These coins have value only if they are pristine and have a pedigree, so to speak.
Take for example a situation many years ago where a friend sent me a Mint sealed bag (When the Mint still bagged coins in 5000 cent bags) of 1997 D cents. I separated the "brass" plated cents from the rest. The coins were Uncirculated from a Mint sealed bag. There was definite proof that they were not tampered with outside the Mint.
In this case, there is no way to tell. The additional colors on the coin and the darker spots indicates a chemical treatment of some sort but even there , you can't tell for sure.
This coin has to stay in the ? category as there is no way to be sure about what created the color of the coin. It could even be one that has been recovered by a metal detectorist after a short period in the ground. Soil conditions can wreak havoc on the color of a coin.
