We'll need better pictures but it looks like a possible die chip on the mint mark. 1989 cents are copper-plated zinc. There were over 5.3 billion made in Denver. So..rare? Unfortunately, no.

There's nothing rare about this coin. Just zinc rot on the mintmark. Spendable.

During the strike below the mint mark area, there was a split in the plating. This will continue to get worse as time passes by.
