We'll need better pictures but it looks like a possible die chip on the mint mark. 1989 cents are copper-plated zinc. There were over 5.3 billion made in Denver. So..rare? Unfortunately, no.
During the strike below the mint mark area, there was a split in the plating. This will continue to get worse as time passes by. Spend it before it becomes a copper color Hershey's Kiss wrapper.
