Note there are two angles if MD visible on this coin. If the die hadn't been polished, the die flow lines would be there. Not a doubled die, Just DDD (die wear) and Machine Doubling. Repunched letters never happened on U.S.Coins. They were gang punched in to the dies. Digits were repunched in the 18th and 19th century coinage. In the 20th century the use of gulls were starting to be used to create dies, adding mintmarks to the dies. 21st century coin now are fully hubbed, with the mintmarks as part of the design. The letters on the OP's coin are distorted from extreme die wear.
Repunching, other than on mintmarks, ended a long long time ago. Probably around the same time they stopped punching the dates into the individual dies. Early 20th century.
