2018 D Quarter Voyageurs Minor Misaligned Die? Or Partial Collar?

It is a little bit on the beat up side but my keeper example till something better comes along. EDIT: Added "Minor" to header. The incuse letters of EPU that ended up close to the edge of the coin have elongated as if they were machine doubled. The effect is radiating from the center of the coin so it's not MDind but the spread of the coin metal when struck. Interesting. Had never noted this before on an off center or MAD coin.
