I am guessing this is because of a weak strike and is common?
The I in LIBERTY is missing as well as most of the 0 in 1990.

I think there is doubling in the date, tho this crappy camera doesn't pick up much.

Looks to me like you have several letters/numbers in the inscriptions that did not fully strike up, most likely due to grease in the die. Also, when I first looked at your pics, I go excited because it looked like you had a slightly mis-aligned die. However, in looking closer, I think that perhaps you were just a little overly aggressive with your cropping of the lower half of the coin in the first photo. Sorry but this one looks like a spender to me.
