Please Help Identify Japanese Token/Coin? (Id: Pahcinko Token)

I think it's a token, because I don't see Showa, Heisei, or any denominations. It's 25mm and 5.3g. with nearly identical obverse and reverse designs. Any ideas will be appreciated.
