Have you checked the weight in grams and the size in mm?. That would help to narrow it down.

 to CCF. PMD for sure.In the old days people used to "shave down" cents to use as dimes in machines.Weight,if it is close to the weight of a silver dime then that would be my guess. John1

NumisRob has got it right.  There are several threads here in the CCF, as to how this is done, using high voltage electricty. I wonder if brain surgeons have discovered this technique?  So it was the Jivaroan Tribes of the Amazon rain forest that made first practical use of high voltage electricty.

Not a high voltage "shrinker". Coins that are reduced in diameter by that method are also noticeably increased in thickness.

That would be perfectly logical to my way of thinking. That is why the weight of OP's coin needs to be known.

Intently hoping for more information on this. A side view picture compared to other cents, and weight of it.
Shadow in this pic would suggest it's noticeable thicker and if so would be a high voltage shrinker.
