Actually that is normal for this year. The master hub was spreading as it has created several master dies through the years. But the master hub had spread so much that the devices are into the rim area. Would like to see how this happened through several years of use?

Note the space at the top of the 'E' on LIBERTY between the device and the rim. Look as it progressively gets close to the rim until 1983. A hew master hub was created in 1983 and the space is now wider. So what can happen on the 1982 quarters? Machine Doubling (Movement of the machine can push the devices over the rim. Want to seen an example?

So on your coin it is common for the devices to be on the rim. Because of the swelling out of the master hub, making enlarged master dies, making enlarged working hubs, making working dies, all with the same issue. Want to see the progression I'm talking about?

Note the master hub is the first hub that is created from the design. (Only one created) It is a positive? What does that mean? That the hubs are all copies of the design of the coin. When the master hub is used to create a master die, they are pressed together tranferring the design on to the master die. (only two created) They are a negative? What does that mean? The design is mirrored on the die to create a positive on the next step. note on the chart how this works. It is the pressing of the hub to the dies to past the design on down the line. The working hub is created from the master dies. The working hubs are used to create the dies. So with the issue with the master hub sending down a issue, it continued on all quarter struck that year. Making them all common examples. This has happen on other years. 1968 Cents, 1982 cents are a couple of other examples. So I hops this helps to understand why that is normal for that year.
