Incuse marks on a coin is usually coin damage. If the devices were doubled, then they would be larger than normal and show a spread between the hubbings. (Making it a doubled die) That is not happening on your coin. Coin damage can affect any area on a coin. But hub doubling usually shows several devices in a row showing the same notching that is created when the spread of the doubled devices happen. Again the devices on your coin are normal sized and not showing notching.

Note this coin is a
DDO on the same year as your coin. Note the spread in the centers of the devices? Note the notching on the devices? Also note that they are present on more than one device? The hub doubling that occurs on a die, (called a doubled die) is on the die. It is not caused by the strike or by coin contact after the coin was struck. All coins stuck with that die will show the same exact spread/enlargment/notchings.

You should see this also on a doubled die. Here is another example of hub doubling on the date.

One coin is normal, the bottom one is a doubled die. So you should seen spread/enlargement/notching. Not all three on the same coin, but the way the hub doubling happens it is often seen to be a general theme to all the devices in a row. Sometimes hub doubling is stronger on one part of a line of devices and then weaken on the other side. It just depends on how the devices are miss aligned during the hub process creating the die.
