Weird 1964 Nickel Found

My first impression is that the Nickel shown in the attachment was mechanically manipulated. I'm second guessing myself because the fectweight meetsf spec and the diameter is perfectly round. But the way the letterings are presented is awfully suspect.

Your thoughts?
