Actually I think it is a damaged planchet pre-strike. Why?
1. Because a
Struck Through Grease would just make the devices disappear. There is not evidence of weakness on the bust.
2. The planchet is is affected deeper. The only way that could happen is it have to happen before the strike.
3. Not
PSD, as the reverse is normal.
4. Note how irregular the edges of the hole is. It is too deep to be
Feeder Finger Damage.
The coin should be a bit lighter in weight. It is gray or copper colored in the hole? If copper plating is seen there, then it happened before the strike.
