Thanks to all for the comments! LOM- I too thought it was a clash, but the size and thickness just doesn't match to any part of the clash to me. Maybe I'm missing something?

Mr. Coop- it could possibly be Feeder Finger Damage, but I thought it usually it happens in larger quantities than one gouge/scrape?

A feeder finger issue is caused by the fingers to be struck by the dies, then the then the fingers get out of alignment and damage the dies then they rub on the that area.

But they probably start off small and then get deeper as more coins are struck and ejected.

Looking at other images, they affect the reverse on that year:

So it is probably just a die gouge.
