Looks like a Split Plate Doubling issue on the profile and head.

Although it looks like doublings but it may be from the machine or machine doublings. The initials look close to the building but the AM are not touching to be Close AM. But I'm not an expert in identifying these coins. What looks like doublings is not doublings and vise versa. Good luck in your search.
