Well they are following the year master hub-to the master die-to the Working hubs-to working dies. So they digits don't change on this process. in the 18th-19th century they did punch the dates. But that stopped in the early 20th century. There are some years with two different dates in the 20th century that were caused by two different years hubs involved in the creation of the dies. But the digits are not longer punched into the dies, they are all passed down then in channels I mentioned above. Today even the mintmarks are all part of the design. So since 1990 all the device on the coin is passed down from the master dies. So these digits didn't changed. They were altered from circulation, not done by the mint. But I would need to see what you are seeing on your coin with a closer image. It is either vending machine damage/coin counter damage/casino damage or coin wrapper damage if the tops of the devices you are looking at.
