Looks like the small reminisce of a Die Clash event that happened. Most of it get polished out.

Looks like a proof coin. Very nice die clash,it is even at the back of his neck,date and bow tie. 2x2 for sure.

@wrenes, one of the best ways to confirm that you have a die clash is to compare your coin with an overlay showing the location of both sides of the coin simultaneously.
