This 1988d Lincoln Cent, appears to have doublings on date and mm. Also I see this ring around Lincoln's head. It's a size of a penny.

Probably. Try soaking this in acetone to see if it lifts off.

Or, another cent could have been lightly pressed into this one causing that ring. Either way, for sure not a mint error.
