Yes, that's a Delamination error. The surface area peeled away. The planchet wasn't made correctly. http://www.error-ref.com/lamination-cracks/

Found it in a box with a bunch of steel cents that my Dad had saved . I remember seeing them back in the 1970s when I was a kid.

It also bring back a memory of us looking at a magazine in the back pages, there was an add selling pennies and I circled the years of the older pennies I wanted to buy and sending off for them.
