Interesting coin. I don't have a firm grade here, but will offer some thoughts for more discussion.

The obverse has weakness in UNITED STATES and LIBERTY, but OF AMERICA, the date, and the first three feathers are fairly strong and have details. I can make out part of the "L" and the gap between "R" and "T" in LIBERTY. The reverse has nice detail, and certainly looks F-12. The obverse die does not look like a late die state from the clarity in the date and OF AMERICA. Partial letters are enough for a VG, but the reverse suggests more for this coin.

I wonder if the coin is a Greaser, struck from a partially grease-filled obverse die? A weak strike from any cause could knock it down a level, but I could see a net grade around VG-10. Really interesting coin.

If I magnify my browser to 300% (on the already greatly magnified image) I can see the top of the L. I can see no trace of any other letters.

For VG you have to have three full letters, or two full letters and parts of two others.

According to my ' ANA Official grading Standards for United States coins'.

With VG-10 but you guys that are calling it a 12 , what ever happened to full discernible LIBERTY ? Gone out the window ?

VG-08, but that obverse discoloration would detail it in my opinion.

VG8 due to the surface disturbed area and stain, otherwise a F12 wouldn't surprise me. Is it a minor RPD too? The 1 in the datel looks to be repunched slightly to the west (left).
