1946 D RPM LWC Question About RPM's

Was CRH this morning from some old rolls I have. Opened up a roll of 1946 D LWC and I found 8 RPM's Five of then are the SAME as the pic. I have a Question, If they are hand punched how is it posable to have many of the same RPM ? Anyone and Thanks for you help. Could it be a Damaged punch?

Just to be clear, the mintmarks were applied by hand to the dies. Those dies struck a whole bunch of coins. If the dies had an RPM, then the resulting coins also did. It is not the case that there was some dude adding mintmarks by hand to all of the individual coins.

those RPMs are from the same die pair.

The mintmarks are punched into the dies, not into the coin. Looks similar to this one on Wexler's site
