Clean, even trench with rounded ends and no metal displacement. All points to a Struck thru, most likely a wire.Nice find.

I wanted to say no also for the same question on the '9', because the '9' looked like the '9' is pushed aside. But thinking a bit more about it. The wire/bristle struck with the die looks like it, bent on the top area above the date. But it has and allowed the metal to form around the that struck through. So I'm leaning more towards a struck error now.
