Looks like a plating bubble. If you can take a toothpick and push it flat then that is what it is. If it is solid then it could be a die dent.

It is solid. It seems to be like excess metal.

If it is solid then it is probably came from a dented die.

If it doesn't pop, then a gouge of some sort seems the only explanation.

What stands out to me is the America. It looks like the devices have an issue with Struck Through Grease or over polishing. Also Ridge Ring. Also another bubble below the 'E' on United. The bays are part of the field area so damage to the face of the die is possible. The letters on UNITED STATES are also wider from what looks like a Struck Through Grease issue. So something strange was going on with this die.
