The reverse is showing Machine Doubling. (cause by the machine after the strike) On the obverse, you bumpy surface is from the planchet being plated over zinc dust. The outside edges of the date are showing Die Deterioration. Thus happens as the die ages. None of this doubling has a premium. The premium is know what it is, so you can move on to the next coin. Spendable.
