Ok, that was just the first time I had seen the doubling on the mint mark but had actually seen a little extra inside the D. Usually I just see the extra bit on the bottom right side. Thank you for the help

No RPM's after 1990. Looks like split copper plating to me.

RPMs ended in 1989. In 1990 the maintmarks are part of the designs for each mint. No longer possible to have a Rpm after 1990. If there is doubling on the date and the mintmark, they are doubled dies:
1991-D-LMC-RPM-Or-MD?
But the devices will be enlarged on date and mintmark, not reduced like Machine Doubling creates. Also if you see gray on the right side of the date and mintmark it is split plating. (note your mintmark) Also look at the last '9'? Not on the fields it is Die Deterioration, not a doubled die. Again not on the DDO on the 1995-D, not the date and mint mark are both enlarged on those devices. (Not the field area affected, except on the later die states on the 95-D DDO)
So what have we learned?
1. Machine Doubling reduces the size of the devices.
2. Die Deterioration enlarges the area, but only on the fields and not on the devices.
3. A doubled die has the doubling on the devices.

So I'm looking at Die Deterioration? Since its only on the mint mark and not the date, and also only in the field and didn't enlarge the device?

Well either MD or DDD. Not a RPM, not a doubled die. spendable. Note what you should see on a RPM:
1991-D-LMC-RPM-Or-MD?
Note this die had Die Deterioration on the date and the mint mark. But not the RPM is shown on the mintmark, not next to the mintmark, the DDD on the right of the mintmark is not part of the RPM. Do you see two 'D's on the mintmark?
1991-D-LMC-RPM-Or-MD?
See the RPM on this one. This is a S/S/S. North, north. While they are not on the mintmark, they are previous attempts to get the mintmark in the correct place, that is not so close to the mint mark.
1991-D-LMC-RPM-Or-MD?
This one is on the mintmark and you can see a D/D.
1991-D-LMC-RPM-Or-MD?
This one is not on the mintmark, but is a RPM below the mintmark. Note the shape of the puncheon on that area? 1956-D RPM-008. Hope this helps. A very large percentage of even 1980's have a split plating/die deterioration issue on the mintmark That are not RPMs.

Coop, this definitely helps. your explanations along with visual references are great. Since joining this forum a week ago I have actually learned a lot. Especially in the area of what I thought was die doubling. And also as John1 stated, I had no idea RPM's were not possible after 1990. All of you are very helpful and I appreciate it.
