XF45 to AU50 and probably detailed for cleaning.

AU50 better pictures might change it though. Pictures look very flat, maybe go to AU53 if it looks better in hand.

My question is, how does a top tier grader like PCGS miss a cleaned coin? Are there any exceptions where a cleaned coin is allowed without a details grade. And finally what is leading you to believe that the coin has been definitively cleaned? Thank you.
