This is the lowest grade coin I have that has a date I can read. I sometimes have to wonder how much use its gotten to vet to this level. I'm pretty sure its 1898 but not 100% sure.

Right, almost certainly 1898 - a true PO-01.

but is it still a P-01 if they can't determine a mint ?

Although it is cool, both the date and mintmark must be visible for it to be graded PO-1. This one would not get in a slab
