It's a 2013 $20 New York replacement note. New York is the key star but condition holds it back. The serial number is interesting but doesn't add any value. Modern stars are heavily dependent on grade and generally need to be uncirculated to hold collectors interest.

I'm guessing the OP's note is a circulation find.

I bought a pair of these a while back and sent one in for grading. I was hoping for GEM, and much to my surprise, it came back 66EPQ. One of the few times I believe a note was overgraded.
