Not quite sure what you are trying to ask, but the image you have posted is that of 1990 Shield Penny Minted in Philadelphia, Philly minted pennies did not have a mintmark.

The missing 'S' 1990 is a proof coin.  No mistaking the proof coin. The original posters coin is just a Philly cent.

The image was from PCGS. Condor is correct. The die is starting to show Die Deterioration. Also looks like there might be an issue with too much plating on the coin making the surface wavy.
