What am I missing? All I can see weird is an indent in his cheek. That could be PMD

Note the Machine Doubling on the right side of the devices on the motto. Note the shelf like look, flatten after the strike and reducing the devices. If this were a doubled die, then the devices would be enlarged, not reduced, raised not flattened.

Wexler list one for 1997-P, But it is an extra earlobe. So more towards the center of the design is where you will find doubled dies.

The devices especially on the motto on quarters, gets distorted. The devices get distorted on the hubs and passed down to the dies. When the dies wear, note how the devices are wider, closer to the rim direction. Smaller closer to the central areas. The location for the motto changed on the States quarters to the right side of the design, without the date. So now we can find DDOs on the new location easier because that moves the design closer to the center of the design. (Single squeeze dies)
