Need Help With A 1969 Washington Quarter Clad Error.

With that said, it looks like the clad layers may be slightly unbonding. We have seen the application of high heat cause this, but I'm not sure that this was done to your quarter. But a wreaked car is less desirable. Coins have different values in different instances. No one set price for every coin.
