Hey, I'm a pretty new coin collector and I've been looking through a ton of penny rolls looking for goodies.
(I've found a ton of wheaties in one box already!)

But then I stumbled across this strange thing, I'm not sure if this is a known error or was intentionally hole-punched or such. Would like your expansive knowledge to know!

@pochi, first welcome to CCF. Second, yes I agree with the others that these holes, which vaguely form a smiley face, were drilled in this cent after it left the mint.

Isn't it technically illegal to deface coins?

It's illegal to deface or alter them with fraudulent intent.
