Heavy Die Deterioration with some Orange Peel. Very Late Die State coin. http://www.error-ref.com/orange-peel-texture/

I also think you have Die Deterioration Doubling as well.

Not orange peel. That was a term they used to use on the bumpy cents with the over plated dust. Just Die Deterioration from over polishing the fields so much. Nothing is doubled. Just an altered die issue. A lot of the new dimes are showing this on their VLDS coins.
