Is this 1940 Lincoln Cent with a line through the "Ø" an error coin?

The "Ø" is fully rounded with a diagonal line through it. My camera didn't take too good of a shot to show the fully round "Ø".

I realize this is an old topic, I'm going through old topics and deleting ones with bad and missing images.

Replying here because the correct answer was never given. This is caused by vending machines, Usually Gumball Machine Damage.
