That is weird. What I recommend doing is looking at other $20 bills and comparing them. If it is a problem with a misprint in the ink, it is probably an error. If not, probably post mint damage.

Anecdote time....I was in Philadelphia last weekend riding the hop-on, hop off tour bus and we trundled by the Philly mint. Part of the tour guide's spiel was that only coins are produced at the Mint, not paper money. So while most of us here on CCF surely know that, I'd wager that most of the population of the United States does not.
