Seems like the State Quarters that are newer have issues out the gate. The 2 letters seem to be clogged or something? Even the state letter is not very clear and blobbed.

Besides the damage on initials, I believe it's a normal design. Best of luck on future finds

Keep in mind the devices on the outer reverse on the quarters are incuse. (raised on the die) So when polishing takes place, the raised devices get polished down, leaving weaker devices. At some point they get polished away a lot faster:

Also Die Deterioration leaves ugly coins like this one.
