I think better pics are needed, including the reverse. Please try to show them right-side up. This is important.  to the CCF!

I am taking the pictures right side up but when I load them they turn. Not sure why. I know if you double click on them and open in a new window they turn right side up. ?

I downloaded and adjusted your photo for a better view. I removed the color, sharpened contrast, and reduced the glare. The streaks to the left of (and on) Liberty's neck definitely make it look like the coin was wiped. The carbon spot on the cap could also be residue from a cleaning, but that is only one of several possibilities. It would help to see photos of the reverse and to see photos with less glare. If this an 1897 Philadelphia Morgan, the date is notorious for gun metal gray finishes, even on original UNC/BU coins. Even so, this coin seems to have a more lifeless appearance than most. I suspect overdipping with a drying wipe. Here is the adjusted photo:
