1980 And Then A "1" Washington Quarter Error?

Hello all! Hope everyone is well. If you would be so kind to look at this well circulated quarter. It is the color of an old copper penny. Which is what caught my eye. I'm sure someone did something that made it that color. My request is for help with the date,it's raised between the 9 and 8 and what looks like a 1 after the 0. Please tell me what you see and give your professional diagnosis? Also to me it looks like an I is connected to the foot of the L in Libery. I'm sure I'm wrong but I needed to describe it. On the reverse I think there may be slight doubling on America. All feedback is graciously awaited. Thank you for all you do!
