1971 10 F Belgie What Caused This Around The Bust?

I have this 1971 10 Franc Belgie coin and on American coinage it might be classified as Die Deterioration Doubling However I am not seeing the indicators associated with that as nothing shows Die Deterioration on the fields on the obverse or reverse. Puzzled at this one and insight needed please.

Die Deterioration can look different on non-US coins as they may prepare their dies differently. So Die Deterioration is a strong possibility.

Tanman, I'm going to send you a pic that makes me think it's not DDD. Still stumped as to why the die chip in the corner of the mouth.

Does the reverse show any indication of a clash?
The way the anomaly conforms to the curves of the design says this is a product of abrasion. Widening and thinning in smooth arches where the design eather allowed or prevented the abrading tool to go. A deteriorating die would not act like this.
The "chip" in the corner of the mouth is the kicker. It's not a chip but abrasion as well as that spot looks to be near the level of the field.

Before I posted this I sent Mike Diamond pics. He told me like tanman it was DDD, he said that they chrome plate their dies. After finding that out it makes perfect sense.

Good to know. That definitely explains it, the chrome plating on the die is likely wearing off.

That's a useful tidbit of info that I would have never known otherwise. What references out there have info on how non-US mints prepare their dies?
